For some time now, I've been following the progress of the Manual on International Law Applicable to Military Uses of Outer Space (aka MILAMOS), which is a project being run out of McGill University in Canada. It does exactly what it says on the tin - It's a project to codify fundamental rules governing military uses of Space, in times of peace, war, and in between. If you were trying to come up with the Eridani Edict *before* any planets got glassed, this is where you'd start.
Related to that, one of its key contributors, Dr Kubo Mačák, has recently published an article on "Jus in bello in Military Space Operations", freely available for download. It's not exactly light reading, but it's not too jargon - heavy, and is accessible to any legal layperson with a grasp of Military Science - Fiction.
