If Honor Harrington were a real person, she would be taller than most of the Earth's population. I am guessing that David Weber forgot to mention the height of a lot of the characters. I never have felt that people were getting shorter in the Honorverse series.

I thought height was impacted by the varying gravitational levels of the various worlds of the Honorverse. Is there a theory that human beings are supposed to be gaining in height as time goes on?

Without taking into the effects of gravity on other worlds, the human race has stopped gaining much in height. In first-world countries, anyway. Remaining on Earth will likely mean there's not much more height to gain from becoming better fed. As a bit of thread necromancy:

As a 6’4” woman, I find so very, very few as tall as I am, and am astounded when I find the rare person taller than me. 🤷🏻‍♀️

Also worth consideration: seems most people have racially diverse genetic backgrounds. If those who seeded these populations were on the shorter side, tall people being scare would make some sense. As someone else said, planetary conditions and access to healthcare/proper nutrition are also factors.
