The Honorverse started in the early 1990s. Drones didn't really exist for real world military use thus didn't make it into canon.
It took time to add them to the Honorverse tech base in a decent in universe way.

All services have had this debate since the first raft was made and the first rock thrown. But even in the honoverse, you have had a faction that has always put forth that new is better. But they forget that any weapon system must act in concert with other weapons or defences.
I was in the Canadian army from 1979 CE to 2005 CE and saw all the new stuff come in, but there were no new doctrine changes. One thing I did learn if you must know the weapon system to use it properly. Too many times I go in orders that negate the best abilities of our weapons.
fighting any war, you must push your tech, but never go for a system that thinks it provides the war-winning punch because it will outrun the other systems and be captured or destroyed.
